In 2019, Ontario made a regulation under the Environmental Protection Act, titled “On-Site and Excess Soil Management” (Excess Soil Regulation) to support improved management of excess construction soil. While the Excess Soil Regulation is largely in effect, a final and key element of the regulation comes into effect on Jan. 1, 2027, to restrict the landfilling of cleaner quality excess soil that is suitable for reuse at a sensitive site (for example, schools, residential areas, and parks). Some exemptions from the restriction can apply.

In order to help the operators of landfills and dumps, municipalities, and qualified persons understand how to interpret and apply this restriction and the exemptions, the Ministry of the Environment, Conservation and Parks (MECP) held an educational webinar on the upcoming provision.

Below are some resources from educational webinar held on June 18, 2026:

A repeat of the June 18 webinar is scheduled for July 15, 2026 from 10:00 to 11:00 a.m. for those who were unable to attend the June 18 session.
